Jun 8 | Filed By: Sunrise County Economic Council Information: FILE LIST Webmaster’s Comments: Sunrise County Economic Council (SCEC) ignores that the 1,436-page (including appendices) Draft Environmental Impact Statement (DEIS) was just released. The DEIS contains material — a lot of it new to the public, or presented in new ways — from numerous agencies. Our request to extend Public Comment has to do with commenting on the DIES contents, not on what Downeast LNG previously filed. SCEC also ignores that the FERC process favors the applicant, to the disadvantage of the public. The DEIS comment period is intended to provide the public with adequate opportunity to submit thorough and accurate comments, in order to facilitate an accurate final EIS. We are asking for that opportunity |

He further claims most area employment is from government, forest product industries, health services, the educational system, grocery stores, convenience stores, and Walmart — not fishing and tourism. He argues that the project hasn't changed over its four years, so apparently there is no need to read and critique the DEIS. Howard criticizes the SPB researcher and webmaster for spending time building and maintaining the SPB website and for commenting on LNG news articles in Maine and Canada. He accuses SPB of asserting falsehoods to achieve its goals. Note: Government (Customs & Immigration), the educational system (Elderhostel programs), grocery stores, convenience stores, and Walmart also serve tourists. He claims the public has already spoken in both Robbinston and Calais. He also claims burning LNG doesn’t pollute. The Downeast LNG and Calais LNG projects would subject thousands of area residents outside of Calais and Robbinston to Federal Hazard Zones from transiting LNG ships. He claims LNG tax revenue is needed, since the town experienced a forest fire that cost the town $90,000. He claims SPB’s motion for an extension contains little factual data, in part because SPB has never asked the Town of Robbinston for information. |

The purpose of the public comment period “is intended for review and response to the DEIS, the specific contents of which are unavailable prior to the start of the comment period.” Extending the Comment Period will do no harm since DeLNG still has not entered the State of Maine permitting process — a process that generally takes about one year. Delaying FERC’s process that is scheduled to end on 2009 December 16 for an additional 90 days will still end the FERC process well before the State of Maine permitting process concludes. They must be thinking of the tourist season in VERMONT.” He believes SPB’s motion is completely without merit. |

Canada can produce an operational terminal even before we can get through the permitting process here In the USA.” Peacock got it wrong. Canaport began working on their LNG terminal project in 2001 — Downeast LNG did not begin until 2004, according to the Downeast LNG website. He states he could easily schedule his lobster and crab fishing around LNG ship transits. He believes the pipeline would have no long-term negative impacts. They accuse Canada of attempting to circumvent the FERC process, and claim the right of “free passage” (sic). Webmaster’s Comments: Support for an LNG terminal in Washington County is significantly different than a terminal in Passamaquoddy Bay, where even LNG industry best practices cannot be satisfied. The City Council also ignores the US lack of membership in UNCLOS, meaning the US has no right of innocent passage under that treaty. Also, he makes the bald claim, "During this time, it was discovered members of SPB were told by their leadership not to attend the Town meetings. In fact, they used the Town's posted schedule for the meetings, to hold their own at the same time, just to ensure there was no dissention among their ranks…." He also mistakenly claims expanding the DEIS Comment Period would delay completion of the terminal construction. The 90-day extension would expire prior to Downeast LNG obtaining the required State of Maine permits. State permits are required prior to commencing terminal construction. An LNG facility would jeopardize existing businesses and economy. Such projects should be located in industrial zones. Accidents are unpredictable and do happen, so the DEIS assurance that an accident is an unlikely event is inappropriate and circular logic. They are still awaiting previously-requested surveys and studies. [Still missing are all cultural resource inventories, including the amended pipeline route]. Section 4.10 contends there would be no project-related advers visual impact to Saint Croix Island International Historic Site. Roosevelt Campobello International Park stated any LNG development on the St. Croix River or in Passamaquoddy Bay would be inappropriate. St. Croix International Waterway Commission is concerned about potential disturbance or loss of native species and habitats having high ecological or cultural significance. The project could result in loss of archaeological or historical resources within the waterway corridor. Native tribes are concerned about tribal access to traditional activities. The Passamaquoddy Tribal Historic Preservation Officer requests a survey be conducted covering the LNG terminal site, waterway, and pipeline route. The Bureau of Indian Affairs expressed concern the project might affect resources important to the Passamaquoddy Tribe. The Passamaquoddy Tribe is concerned about impacts to salmon and river access. They oppose the pipeline encroaching on Indian trust lands. St. Mary's First Nations expressed concerns regarding impacts on their fishing and sustenance rights, on right whales and other whales. Other native organizations expressed concerns about preserving treaty rights. Downeast LNG claims the Passamaquoddy Tribe has no fishing or sustenance rights within the Downeast LNG project’s waters. The Coast Guard’s Waterway Suitability Rreport includes a recommendation that Downeast provide written verification of collaboration with and acceptance from the Passamaquoddy Tribe. To concerns about impacts on Head Harbour Lightstation, Downeast LNG states LNG ships would come no closer than 1,500 feet to Campobello Island. [Webmaster’s Note: 1,500 feet falls withing Hazard Zone 1, the most dangerous of the three Federal Hazard Zones.] Plus, more.
